Les dossiers des archives de l’UNRWA sur les familles de réfugiés palestiniens par Roger Hearn et Valeria Cetorelli

Résumé. En 1950-1951, l’Office de secours et de travaux des Nations Unies pour les réfugiés de Palestine dans le Proche-Orient (UNRWA - l’agence de l’ONU dédiée aux réfugiés palestiniens) a mené un recensement afin d’enregistrer les personnes ayant perdu leur habitation et leurs moyens de subsistance à la suite de la guerre de 1948 en Palestine – connue en arabe sous le nom de la Nakba, la catastrophe. Depuis lors, l’agence préserve et tient à jour les dossiers familiaux des réfugiés palestiniens enregistrés. Ces dossiers couvrent désormais jusqu’à cinq générations et documentent la composition familiale, les lieux d’origine en Palestine avant 1948, les circonstances du déplacement et les événements marquants de la vie des personnes déplacées jusqu’à nos jours. La numérisation de tous les dossiers a été achevée en 2025, après le sauvetage de ceux qui avaient été stockés à Gaza après le début des hostilités et le transfert de ceux de Jérusalem-Est à Amman, en raison des lois interdisant l’UNRWA votées par le Parlement israélien. La numérisation du contenu des dossiers a récemment commencé grâce à un flux de travail semi-automatisé avec supervision humaine. Les documents numériques obtenus seront archivés dans un système de préservation numérique et rendus accessibles via une interface en ligne développée conformément aux meilleures normes de cybersécurité. En cas de règlement politique, la préservation numérique et l’accessibilité des archives seront essentielles pour promouvoir les droits des réfugiés palestiniens.

Roger Hearn est actuellement directeur des secours et des services sociaux à l’UNRWA et affilié à l’École de santé mondiale de l’Université de Copenhague. Il a occupé des postes de direction au sein des Nations unies et de plusieurs organisations non gouvernementales internationales dans des pays touchés par des conflits, notamment la Syrie, le territoire palestinien occupé, le Timor oriental et le Mozambique. En tant que directeur régional pour le Moyen-Orient et l’Eurasie chez Save the Children, il a supervisé des opérations humanitaires dans 19 pays, dont la Réponse régionale pour la Syrie, dotée d’un budget d’un demi-milliard de dollars. Il a également été directeur de terrain de l’UNRWA en Syrie, dirigeant la plus importante agence humanitaire présente dans le pays, avant et pendant les premières phases du conflit. Roger Hearn a auparavant travaillé comme directeur régional pour CARE International et comme chercheur principal à l’Organisation mondiale de la Santé (OMS). Il s’intéresse depuis longtemps au maintien de la paix ; il a notamment travaillé avec l’Administration transitoire des Nations unies au Timor oriental (ATNUTO) et mené des recherches doctorales sur le maintien de la paix en Afrique australe.

Valeria Cetorelli travaille à l’UNRWA depuis 2018, où elle occupe actuellement le poste de directrice adjointe des secours et des services sociaux. Auparavant, elle était responsable du département de l’enregistrement et de l’éligibilité des réfugiés. Titulaire d’un doctorat en démographie de la London School of Economics (LSE), elle possède une vaste expérience dans l’utilisation des données, de l’innovation numérique et de la recherche appliquée pour orienter les politiques d’aide humanitaire et de développement, et promouvoir les droits humains et la justice internationale pour les populations touchées par les conflits et les personnes déplacées. Elle a dirigé d’importantes équipes multidisciplinaires, géré des programmes complexes dotés de budgets de plusieurs millions de dollars et mis en œuvre des réformes opérationnelles à fort impact. Avant de rejoindre l’UNRWA, elle a travaillé comme statisticienne démographique à la Commission économique et sociale des Nations unies pour l’Asie occidentale (CESAO) et comme chargée de recherche au Centre pour le Moyen-Orient de la LSE et au Centre Johns Hopkins pour la réponse aux réfugiés et aux catastrophe
